We are seeking a seasoned and dynamic Program Manager with extensive industry experience across both private and public sectors. This role is pivotal in aiding our clients in the DC Metro Area with technical and business projects, management consulting, IT governance, and strategic management. As part of BluJuniper, a rapidly growing startup, you will play a critical role in the successful delivery of mission-critical IT projects, contributing to our expansion in the Washington DC market and beyond.

We are seeking a highly skilled Senior Enterprise Portfolio Management (EPM) Process Architect/SME to join our consulting firm. This role demands an expert in Lean-Agile transformations, specializing in crafting and refining Enterprise Portfolio Management (EPM) frameworks for our clients across various industries using our proprietary Beacon® EPM Framework. The ideal candidate will possess a deep understanding of integrating Lean-Agile principles into strategic portfolio management to drive business efficiency and transformation and have a strong background with SAFe® and related Agile and Lean methodologies.

Responsibilities

  • Beacon® EPM Framework EPM Framework Design and Implementation: Work closely with client senior managers to develop and enhance Enterprise Portfolio Management frameworks tailored to their unique organizational needs using the Beacon® methodology, aligning with Lean-Agile methodologies and provide strategic consulting on tools and integration solutions; collaboratively identify client EPM performance tracking and prediction variables for eventual dashboard design and integration of EPM tools (such as Planview) with Agile tools (such as Jira); follow the Beacon Implementation Roadmap phases below:
    • Process Optimization: Conduct rapid but thorough assessments of clients’ existing portfolio management processes; provide expert advice on enhancements to improve efficiency, scalability, and value delivery, and develop convergence and implementation roadmaps to guide transformation. 
    • Stakeholder Collaboration & Change Management: Engage with client executives and key stakeholders to ensure maximum exposure and inclusion in decision making to increase adoption; communicate and collaborate on steps to ensure that EPM strategies are integrated effectively within their technical and business operations and align with broader Agile transformation goals.  Guide clients through the organizational changes necessary for successful EPM adoption, ensuring strategies are effectively communicated and adopted.
    • Training and Mentorship: Lead workshops and training sessions on EPM practices and principles. Mentor client teams to foster deep understanding and effective implementation of Lean Portfolio Management strategies, designing programs and curricula to support training.
    • Performance Analytics: Develop metrics and KPIs to evaluate the effectiveness of EPM initiatives, providing clients with actionable insights and continuous improvement strategies.
  • Project Leadership: Lead major Beacon® implementation projects, including system integration for Beacon dashboard reporting, and oversee project teams, ensuring that projects are delivered on time, within scope, and in alignment with business and contract objectives.
  • Strategic Consulting: Act as a senior consultant to business leaders, providing strategic advice on leveraging Agile & EPM capabilities to drive business innovation and efficiency in continuous alignment with corporate strategy. 
  • Internal Capability Development: Participate in continuous development and improvement of BluJuniper’s Beacon®Framework and development of internal centers of excellence, and serve as Thought Leader and subject matter expert in EPM for BluJuniper and our clients, staying abreast of industry trends and contributing insights on best practices and innovations; participate in business development and proposal development support.

Qualifications

  • Bachelor’s degree in Business Administration, Information Technology, Finance, or a related field; Master’s degree or MBA preferred..
  • At least 10 years of experience in portfolio management, with a minimum of 5 years specializing in Enterprise Portfolio Management within an Agile framework with at least 3 years in a senior or leadership role.
  • Expert knowledge of EPM and Agile methodologies and SAFe® Framework, and experience with at least three different agile development tools as Jira, Asana, or Monday is highly desirable, as well as experience with Planview or other cross project performance analysis tools.
  • Demonstrated leadership in managing large Agile and EPM transformation projects, with a proven track record of successful implementation and optimization.
  • Strong written and verbal communication skills, proficient in producing quality deliverables with sophisticated graphs, visuals and content. 
  • Comfortable and capable supporting multiple projects simultaneously and brief C-Suite executives effectively.
  • ERP implementation is a plus- SAP and S4/HANA are preferred
